Ethical Framework
Youth Thrive Network operates under a strict ethical framework. The platform is designed for support coordination, never surveillance. Every feature enforces consent-led, community-partnered, strengths-based principles. Data minimisation, purpose limitation, and automatic expiry are built into every layer.
Roles and Access
The platform supports four roles: Admin (full platform administration), Coordinator (case management, signal review, partner liaison), Auditor (read-only access to audit logs, fairness reports, and governance), and Community Partner (scoped access for referring organisations). Each role has precise permission boundaries enforced at the API level.
Support Signals
A support signal indicates that a young person or cohort could benefit from support. Signals are created by schools, community organisations, or through self-referral. Each signal uses a one-way hashed anonymous ID — never a real name. Signals carry a need type, confidence score, priority level, and automatic expiry date.
Prioritisation
Prioritisation is explainable and human-in-the-loop. Signals are ranked by priority level and confidence score, but every ranking includes visible reasoning. Coordinators make the final decision — no fully automated allocation. The fairness audit system checks that prioritisation is balanced across cohorts.
Referral Cases
A referral case is created when a coordinator matches a young person to support. Cases progress through a lifecycle: Intake → Matched → Engaged → Completed. Each case has minimal context notes and an automatic expiry date. Reconsideration requests allow young people or families to contest decisions.
Data Retention
Every data type has an explicit retention policy. Youth-related data expires aggressively — typically 90-180 days. Support signals expire within 90 days. Only aggregate anonymised statistics are retained long-term. Data subject requests for access or erasure are processed with full audit trails.
Fairness Auditing
Regular fairness audits check that prioritisation and support allocation are balanced across geographic and demographic cohorts — without profiling individuals. Audit results are transparent and published on the Fairness Audit dashboard page.
